The ghoul of Arabian folklore is not an Islamic belief; a hadith denies it.
What it means
The Prophet is reported to have said: “There is no contagion, no bad omen, no owl, no ghoul (lā ghūl)” (Sahih Muslim, Abu Dawud). Scholars explain it either as denying the ghoul altogether or as denying its power to change shape and mislead people at will.
