Verse 8:72 distinguishes between believers who migrated and those who did not, and puts treaty obligations first.
What it means
“Those who believed but did not migrate, you have no obligation of protection until they migrate; but if they ask your help in the matter of religion, you must help, except against a people with whom you have a treaty” (8:72).
