Those in authority: the Quran tells Muslims to obey God, the Messenger and those in authority, and to refer disputes to God and the Messenger.
What it means
“O you who believe, obey God and obey the Messenger and those in authority among you; and if you differ about anything, refer it to God and the Messenger” (4:59). Obedience to rulers is therefore conditional. The Prophet said “there is no obedience in disobedience to God; obedience is only in what is right” (Sahih al-Bukhari).
